Is or Are.
This is a funny chacteristic about English. If we think about singular or plural pronouns, which would assign to an object? When we have singular items in English we use the pronoun it. Of course the conjugation of the verb to be for singular objects as well as he or she will be (IS).
Now, in the case of some objects in English which are in pairs, we use as plural form. Glasses, Jeans, Shorts, Shoes etc. In general (not in all cases) when a substantive noun has 's' at the end, the object is in a pair and therefore we need to conjugate the verb as a plural (they) - The shorts. We can also use the the demonstrative(s) for plural objects for example: (these) or (those) shorts (ARE) grey.
These shorts are grey, they are grey shorts or they're grey shorts.

Porém, algumas palavras vão ter sempre a forma de plural e vão ser tratadas assim, no plural, mesmo quando há só uma unidade do item.
Ex.
These are my jeans.
Your sunglasses are too big.
My pants are dirty.
These shorts are horrible! Go change.

O correto é usar o ARE. SHORTS é um substantivo que é usado no plural, e no plural apenas, pois significa "a pair of shorts", ou "um par de shorts", entendendo que usamos nas duas pernas.
